(Reference 2), LaCrosseSolutions, LLC (LS) and Dairyland Ppwer Cooperative (DPC) submitted an application requesting U.S. Nuclear Regulatory Commission (NRC) consent for the direct transfer of LS's Possession Only License No. DPR-45, for the La Crosse Boiling Water Reactor (LACBWR), to DPC.
Specifically, LS and DPC requested that the NRC consent to ~he transfer of LS's NRC-licensed possession, maintenance, and decommissioning authorities ba,ck to DPC upon the completion of decommissioning activities at the LACBWR site. LS and DP~ also requested approval of a conforming amendment to the license pursuant to 10 CFR 50.80 and 10 CFR 50.90.
Upon completion of its review, the NRC issued an Order providing consent of the proposed license transfer, subject to the condition described in the order, and approval of the conforming license amendment (Enclosure 1 to Reference 3 ). The Order states, in part, that should the proposed direct license transfer not be completed within one year of the Order's date of issuance, the Order shall become null and void; provided, however, that upon written application and for good cause shown, such date may be extended by order.
The purpose of this letter is to request that the effectiveness of the order approving the transfer of license and conforming amendment be extended six months. The extension would allow sufficient time to complete decommissioning activities.

surrounding the pandemic associated with the Coronavirus Disease 2019 (COVID-19), there is limited access to public facilities, state and federal shelter-in-place or~ers have been issued, and there are additional r_isks associated with social interactions. The NRCI Staff and 1=,S personnel are working remotely thereby increasing regulatory review times and licensee response times. Based on the current status of the NRC review, it is anticipated that additional tim~ will be needed to address any questions or potential issues identified by the NRC during review of the FSSRs. The extension would allow adequate time for research and response development by LS regarding ~ossible questions or potential issues. In addition, it provides the NRC staff with additional time to ass:ess the responses provided by LS and make a final determination regarding the release of land for unrestricted use.
