A ANNUAL REPORT OF CHANGES TO THE APPROVED FIRE PROTECTION PROGRAM UNION ELECTRIC-CALLAWAY PLANT FACILITY OPERATING LICENSE NO. NPF-30 Listed below in the form of Callaway FSAR Change Notices (CN) are all changes made to the approved Fire Protection Program at Union Electric's Callaway Plant from May 1, 1987 through April 12, 1988. The approved Fire Protection Program is described in Sections 9.5.1, 9.5.2, and 9.5.3 of the Callaway FSAR. This report is being issued pursuant to former Section 2.C.5(e) of the Callaway Facility Operating License No. NPF-30.

Section 2.C 5(e) was deleted from the operating license by Amendment 30 in accordance with NRC Generic Letter 86-10. Therefore, this will be the final report.

CN 454

Description:

Changed the overall responsibility for the Callaway Fire Protection Program from the Manger, Callaway Plant to Manager, Operations Support.

Supporting Information: This change was made as a result of a re-organization at the upper levels of management at Callaway. The authority to formulate the Fire Protection Program did not change and still is delegated to the Fire Protection Staff. The development and implementation of the Callaway Fire Protection Program was not affected by this change. Therefore, this change does not decrease the level of fire protection.

CN 463

Description:

Moved the Fire Protection Quality Assurance Program from the Operating Quality Assurance Manual (OQAM) to the Supplemental Quality Assurance Programs Manual (SQAP).

Supporting Information: Supplemental QA programs, including fire protection, were separated from the OQAM and placed in the SQAP manual. There was no change to the content of the Fire Protection Quality Assurance Program; therefore this change does not adversely affect the Fire Protection Program.

Description:

I management levels at Callaway. Reference ULNRC-1693.

Supporting Infor. nation: In addition to several other organizational changes, the Fire Protection Program was moved from the responsibility of the Manager, Cperations Support to the Manager, Nuclear Engineering. The changes were made to improve interdepartmental responsiveness and efficiency by providing better coordination and communication. These changes do not reduce the overall experience base nor reduce commitments to minimum qualifications. The development and implementatien of the Fire Protection Program did not change and is still delegated to the Fire Protection Staff.

Therefore, this change does not decrease the level of fire protection.

CN 492

Description:

Corrected the reference to "voice powered head sets" to "handset / speaker amplifier sets".

Supporting Information: The fixed emergency communication equipment at Callaway was incorrectly referenced as "voice powered head sets". There are no permanently installed voice powered head sets at Callaway.

There are permanently installed handset / speaker amplifier sets at pre-selected stations. This clarification does not have "y effect on the installed equipment and do s act adversely affect the Fire Protection Program.

CN 493

Description:

Moved the fire protection operability requirements, required action, and testing / inspection requirements from the Technical Specifications to the FSAR. Reference Amendment No.

30 to License No. NPF-30.

Supporting Information: In accordance with NRC Ceneric Letter 86-10, the Fire Protection Program requirements previously in the Technical Specifications were taken out and placed in the FSAR. No changes were made to the fire protection operability requirements, required actions and testing / inspection requirements. Any changes to the approved Fire Protection Program that would adversely affect the ability to achieve and maintain safe shutdown in the event of a fire still require prior approval

CN 88-01

Description:

Clarified the definition of "peripheral rooms" in ,

the control room complex.

Supporting Information: Previous wording was vague as to which rooms in the control _ room complex were part of the control room and which rooms were peripheral rooms to the control room. Peripheral rooms are separated from the control room by 3-hour fire rated barriers and have automatic smoke or thermal detectors. This change does not involre any equipment modifications, but is only a clarification of FSAR wording and does not adversely affect the Fire Protection Program.

CN 3510

Description:

Locked open fire protection bypass valves KC-XV0261 and 0262 during power operations.

Supporting Information: Fire protection bypass valves KC-XV0261 and KC-XV0262 were locked open during power operations so that an electrical failure to solenoid circuitry for sprinkler actuation valves could not cause the system to be declared inoperable. The change does not alter the function of the system and the original design bases are still being met.

This change does not adversely affect the fire protection program.

@ NUAL REPORT OF FIRE PROTECTION PROGRAM CHANGES Pureuant to Section 2.C.5(e) of the Callaway Plant Facility Operating License, NPF-30, Union Electric Company furnishes herewith the annual summary of changes made to the Callaway Plant Fire Protection Program. Incorporated into this report are changes implemented from May 1, 1987 through April'12, 1988.

These program modifications do not in any way decrease the level of fire protection at Callaway.

Please be advised that this will be the last such report submitted since Amendment No. 30, issued on 1/13/88 and implemented at Callatray Plant on 4/12/88, deleted paragraph 2.C.5(e) from NPF-30, the Callaway Plant Facility Operating License. Future changes to the Callaway Fire Protection Program will be handled nader the reporting requirements of 10CFR50.59.
