0-0059P C.37 ATMOSPHERIC OUMP VALVE (ADV) MANUAL LOADING STATION OPERATION 1.0 SYMPTOMS

.1 A plant casualty resulting in any of the following:

.1 Loss of Integrated Control System (ICS).

.2 Evacuation of the Control Room.

.3 Loss of ADV control from the Control Room.

2.0 RESPONSE

.1 Initial Conditions

.1 Instrument Air System (IAS) header pressure supplied by one of the following sources:

.1 Normal IAS supply

.2 Emergency diesel air compressor

.3 Nitrogen System

.4 "Six Pack" Nitrogen bank in accordance with C.34, Temporary,

" Atmospheric Oump Valve Nitrogen System"

.2 Initial Setup A plant operator will perform the following when directed by the Shift Supervisor or Senior Control Room Operator (SCRO).

.1 Establish continuous communications with the Shutdown Panel or Control Room, as appropriate, via the sound-powered phone at the ADV manual control panel.

.2 Break the glass on the front of the ADV Manual Control Panel

-(HS-20562B panel) with the bar provided and remove the key.

.1 If the key is missing, have the SCR0 dispatch an operator to i

position the AUT0/CLOSE switch (HS-20562A) on the Shutdown Panel to CLOSE.

.2 If the key was not available, then go to Step 2.2.5.

.3 Insert the key in the AUT0/CLOSE switen.

.4 Position the AUT0/CLOSE switch to CLOSE.

.5 Verify all the REMOTE-LOCAL 3-way switching valves are in REMOTE.

.6 Open both manual loading station isolation valves.

CAUTION:

Activation of the manual loading stations in excess of 3 psig manual loading pressure as read at the ADV manual control panel will open the ADVs.

.7 Verify the "A" OTSG manual loading station (HIK-20571) and "B" OTSG manual loading station (HIK-20562) are fully counterclockwise.

NOTE:

Ouring nornal operations only two ADVs are available.

Use of this station enables any ADV to be selected for use.

.8 Confirm with the Shutdown Panel which ADVs are to be opened.

.9 Place the REMOTE-LOCAL 3-way switching valves in LOCAL for the ADVs to be opened.

.10 Report to the SCR0 the ADVs are ready to be opened.

.3 System Startup

~

.1 When directed by the SCRO:

NOTE:

The ADVs begin to open at 3 psig as read at the ADV manual control panel.

.1 Slowly open (turn clockwise)

"A" OTSG manual loading station (HIK-20571) and/or "B" OTSG manual loading station (HIK-20562).

.2 Inform the SCR0 when manual loading pressure reads 3 psig.

.3 Stop opening the manual loading station (s) when the SCR0 reports that the desired OTSG header pressure is reached.

.2 Control OTSG header pressures as directed by the SCRO.

Refer to Normal Operations, Section 2.4, of this procedure.

.4 Normal Operations

.1 Monitoring ADV manual loading station operation.

.1 SCR0 shall monitor OTSG header pressure continually at the Shutdown Panel or in the Control Room.

.2 Monitor manual loading pressure continually at the ADV manual control panel.

.3 Maintain an operator at the ADV manual control panel at all

' times when the ADVs are open.

.4 Maintain continuous consunications with the SCRO.

.2 Control of the ADVs NOTE:

A manual loading pressure reading of 15 psig corresponds to a fully open A0Y.

.1 Raise (lower) manual loading pressure at the manual loading station to open (close) the selected OTSG's ADV.

.2 Open (turn manual loading station clockwise) or close (turn manual loading station counterclockwise) the ADV desired as directed by the SCRO.

3.0 RESTORATION

.1 When the SCR0 directs the ADVs to be closed, perform the following:

.1 Slowly turn fully counterclockwise "A" OTSG manual loading station (HIK-20571).

.2 Slowly turn fully counterclockwise "B" OTSG manual loading station (HIK-20562).

.3 Close both manual loading station isolation valves.

.4 Place the REMOTE-LOCAL 3-way selector switching valves in REMOTE.

.5 Check the AUT0/CLOSE switch is in the CLOSE position.

CAUTION:

Returning the AUT0/CLOSE switch to AUTO will cause the ADVs to open if the ICS has not been regained.

RESTORATION (Continued) 3.1

.6 Remove the key from the AUT0/CLOSE switch.

.7 Report to the SCR0 the ADV manual control panel is secured.

.8 Deliver the key to the SCRO.

The Shift Supervisor will ensure the key is returned and the security box glass replaced.
