1 2.0 RESPONSE NOTE:
The methodology used in this procedure is patterned after the Abnormal Transient Operating Guidelines
( ATOG) for a loss of of f-site power. The objective of this procedure is to prevent overcooling of the RCS, establish inventory control, and establish primary to secondary heat transfer. The major

L operator actions are:
- a. De-energize the EMOV PSV-21511.
.j c. Establish AFW to "B' OTSG.
Then reestablish feed 3 to "A" OTSG.

- e. Reestablish plant air.
! f. Assure main steam isolation.
- g. Isolate and start the Diesel Generator as required.
Once these steps are performed, RC Pump Seal Injection will be established. This will assure control over the plant.

! Do not use Auxiliary Pressurizer Spray. There is no
- control over the emergency pressurizer heaters, the HPI isolation valve HV-23801, or the auxiliary spray isolation valve HV-23802.
STEP 10. When operator No. 2 reports from the AFW pump area, instruct the operator to hold until the Control Operator confirms AFW cross-connect is de-energized.
l STEP 11. When the Control Operator confirms that the AFW cross-connect is
- de-energized, instruct Operator No. 2 to proceed with Enclosure i 4.6.
I 1 STEP 12. Using HV-31827 raise the "A" 0TSG to 242' commensurate with plant
, conditions. Establish natural circulation cooling on both OTSGs.

t STEP 13. Await notification from Operator No. I and Control Operator that all equipment required to be positioned is now de-energized.

STEP 15. Verify the plant is in natural circulation. Refer to B.4, " Plant Shutdown and Cooldown," Section 6.0.

If seal injection needs to be shut off before establishing the Alternate Recirculation Path, operation of the HPI/MU pump must be minimized to prevent damage due to low flow. Restrict use of .-
. HPI/MU pump to that required to meet limits of 1 Enclosure 4.1.

STEP 16. Walt for the report from Operator No. I that the Alternate Recirculation Path has been established before continuously operating the HPI/MU Pump.

STEP 18. When Operator No. 3 reports from the Turbine Area that all valves have now been positioned, the Secondary Plant is now isolated with the Main Steam Code Safety Va'Ives removing Steam Generator $;at to the atmosphere.
