O The inservice testing of ASME Code Claes 1, 2, asd 3 pumps provided with an emergesey power seurce will be teeted as required by Section XI, Subsection IVP, of the ASE leiler and Pressure Vessel Code 1930 Edities, except where specific writtes relief has been granted by the Ceemissies. A description of the proposed inservice testing program, as well as specific requesta for relief free code requirements determined to be impractical, is described by the,fellowing.

for conducting and analyzing the test may be used in place of a signature in the record of tests. Initials shall be construed as signatures to meet the intent of IWP-6240 (f) . {
!. The following are specific requests for relief from certata code requirements.
A) IVF-4120 requires the full scale range of uch instrument to be three times the reference value er less. This was changed from isur times the reference value in the edities of Secties 11 that was in effect prior to unit licensias. 10CFR, secties 50.35e(s)(4) states that design previsions are escluded from the requirement te upgrade to subsequent editions of Secties II. Since say cases where the three-times refereace value criteries is set met would require design changes in instrumentaties, we will continue to apply the O four-times reference value criteries, as interpreted is 3) bel,ew, for instrument accuracy evaluaties.

l C) Table IVP-3100-1 establishes the parameters that are to be measured. The previous edities of Secties 11 specified that in a fixed resistance system, either AF or Q was to be assaured, act both. The centrifugal charging pumps are tested using fixed resistance j flow paths. with no flow indication provided. The Safety

1 fixed resistance system. The Residual Seat Removal Pumps are in a fixed resistance system that does have a flow gauge available. There

i O 1 is no way to adjust flow in the system and the gauge is not auffi-ciently accurate at low flows to provide a precise indication of i flow. For these pumps, a flow will be recorded but will not be used for comparison to any reference values.

D) Table IVF-4110-1 states that vibration esasurement should have an accuracy of g 5%. McCuire has no permanently installed vibration instrumentation. The pertable instruments used to measure vibration have sa uncertainty of i 11%.
E) IVP-3100. Table IkT-3100-1 and IkT-3300 requires the measurement of bearing temperature annually. It has been demonstrated by experience that a bearing temperature rise occurs only minutes prior to bearing failure. Therefore, the detection of possible bearing failure by a yearly temperature measurement is unlikely.
Obtaining these measurements requires a. minimum of one-half hour of pump operation to achieve stable bearing temperatures. The small probability of detecting bearing failure by temperature measurement does not justify the additional pump operating time required to obtain the measurement. Consequently, McGuire does not require cnnual bearing temperature measurements per the ASME Section XI code. ,

III. The following Safrty Class 1, 2, and 3 pumps (See Attachment #1 for specific safety class and available instrumentation) will be tested in accordance with the intent of Subsection IWP, except for the request for relief for the specific requirements determined to be impractical as described below.
A) PUMP: CONTROL AREA CHILLED WATER PUMPS (CRA-P-1, CRA-P-2)
SATETT CLASS: 3 FUNCTION: To provide chilled water to air bendling units supplying control area air conditioning TEST REQUIREMENTS: 1. Measure pump bearing temperature during inaervice testing.
1 2. Annually run pumps until bearing temperatures stabilize.
l BASIS TOR RELIEF: There is no instrumentation installed to measure i bearing teoperature, and no meaningful data can be j obtained from bearing housing surface temperature measurements.
ALTERNATE TESTING: The inservice testing of the Control Area Chilled 1 Water Pumps will be in accordance with the intent i of Subsection IWP except that bearing temperature j will not be sonitored and subsequently the pumps will not be run annually until bearing temperature stabilizes, w

In order to eliminate redundant paperwork, all valve leak rate testing vill be conducted as per Appendix J.

TEST REQUIREME.VI: Verify proper valve movement once per three months, IW-352 2.
BASIS FOR RELIEF: Full stroke exercising of these check valves is not practical since there is no external indication of disk movement. Full stroke exercising would require for the pumps and spray nozzles to be activated which would 3 ft9uire a 18r88 8C818 Clean up effort. Provisions for disassembly of these 8 inch valves are not installed, thus subjecting personnel to an extreme hazard due to the valves location up near the containment dome.
ALTERNATE TESTING: These valves vill be tested during rifueling outages by partial stroke exercising the valves using air.

TEST REQUIREMENT: Exercise valve to prove valve closes to prevent reversal of flow quarterly.
BASIS FOR RELIEF: During normal operation there is constant flow through these check valves to keep the auxiliary feedwater nozzles tempered. Testing these check valves would require supplying the steam generators with cold auxiliary feedwater and thus thermally shocking the nozzles. ,
ALTERNATE TESTING: During cold shutdown, each valve vill be exercised to prove each valve closes to prevent gross diversion of flow.
