%, ...../ AUG 3 1983 MEMORANDUM FOR: Willard B. Brown, Chief Fuel Facility Safeguards Licensing Branch Division of Safeguards, NMSS FROM: Richard A. Dopp, Chief Policy and Operational Support Branch Division of Security, ADM
SUBJECT:
DRAFT REVISIONS TO 10 CFR PART 11
. Reference your subject memorandum of July 22, 1983.
Since SGFF has decided to require the conduct of an investigation for "U" renewal applications, SEC is interpreting this to mean that a National Agency Check (NAC) will nonnally fonn the investigative basis for "U" renewals. However, SEC reserves the option to expand the NAC investigation should any particular "U" renewal case warrant additional investigation. Unless otherwise advised, SEC will adopt this approach (I) for the Part 11 "U" renewal investigative process.
On a similar note, since the "U" renewal process will involve the
( conduct of a NAC as a matter of course, the Office of Personnel Manage-ment requires the completion of a fonn entitled " National Agency Check-Data for Nonsensitive or Noncritical-Sensitive Position" (SF-85A) in conducting NAC's. Therefore, SEC recommends that this fonn require- b'V ment be included in Section 11.15(c)(1) of the current draft working paper.
We believe the above is an accurate reflection of recent discussions with Mr. Rentschler of your staff. If you have any questions, please contact me on X74549. -
