As you are ~ aware, the full icplementation of 10 CFR Part 11, *'ateria.1 Access Authorization Prccran (19AP), has been delayed rending Congressional apcroval

and use roneys received fron licensed activitics under MMP for salaries and related expenses (e.a. , OPi! investigations , etc.). tio have been advised that, t.hile no certain guarantee is possible, Congressiencl approval is anticincted by Hovember 30, if:31. ( by Novcaber 30, 1901. Our latest estinate of the nur..her of OP'i full field investigations that will be requested under FAAP is approximately 2,200 (see enclosure). .

Sased in cart on the specific scheduling requirements set cut'in 10 CFP. Part 11, and assuning the tiovember 30, 1981 Concressional approval and publication date, !!P.C should begin to process full field investigative requests (rost placercent 120 day service) to cpi! in June 1902 at the rate of approximately 366 a conth for the follouing 6 ronths. As this arca is not totally within.

. the control of the r?.C, some changes in scheduling or nucbers of investigations may occur. !!e uill continue to monitor this situation closely and keep you advised of significant changes.

In another progran area which cay be of interest to you, lip.C is presently considering a nodification to its UP.C conloyee Position sensitivity criteria ubich, if adopted by the Coanission, truld essentially enable CPf! to conduct full field invmtigations on 10C ceployees occunyinn critical-sensitive posi-tions. Presently, the FBI conducts any recuired full field investications on

!'P.C ennlc.'/ces under Section 145 f. of the Atonic fneroy Act of 1954, as arended.

, t!e anticipate fortording our favorable reccmendation for the adoption of this nodification to the Corcnission by January 1,1932.

1902, we would expect to forward approximately 200 full field investigative requests to OPfl by the end of FY 82 at a normal rate of 25 per rionth. .This figure would be in addition to aoproxinately 110 full field investigative .

requests we intend to submit to OPi! by the end of FY 82 under the f!RC Contractor Security Clearance Program. -
