ESTABLISHMENT OF A DEPOSIT FUND FOR THE MATERIAL ACCESS AUTHORIZATIC" P?.CCRAM (MAAP) '-

P.L.97-415, NRC's FY 1982-FY 1983 Authorization Act allows NRC to establish a deposit fund in Treasury for MAAP. Specifically section 2 states: " Moneys received by the Nuclear Regulatory Commission for.. . . the material access authorization program may be retained and used for salaries and expenses ^

associated with such programs, notwithstanding the provisions of section 3617 of the Revised Statutes (31 U.S.C. 484) and shall remain available until expended."

( The purpose of the program is to provide secur,ity clearances for individue,1s at licensees' facilities who handle strategic quantities of nuclear material.

, The licensee will submit a check for the cost.of secu'rity clearances along with a list of individuals to be cleared. The check will be deposited in NRC's special deposit account. NRC will request the Office of Personnel Management (OPM) to do the security clearances and pay OPM from the deposit : ~

account.-

It is requested that you contact Treasury and set up a new deposit account specifically for these licensee funds. It should be noted that the language .

contained in the Author.ization Act was approved by the Office of Management and Budget.
