%.....e Note to Bud Evans B&W-NAVAL REQUEST FOR EXEMPTION FROM PART 11 SNM APPLICATIONS I spoke with Don Kasun on the B&W request as I understand it. He opposes granting an exemption. He would not support a change in the regulation.
I believe B&W has about 2100 employees (2049 in March 1978 according to a memo to Gilinsky). Of that number, 300 had DOE "Q" level clearances; the remaining 1749 had "L" clearances. It is safe to assume that many, perhaps half, of the 300 with DOE "Q"s have had a background investigation -
more than 5 years ago. All 150 of these would need Background Investigations (BI) to meet the NRC criteria so updated Personnel Security Questionnaires (PSQ) would have to be submitted to NRC. No licensee effort is avoidable
.. for this group. Of the remaining 150 with up-to-date bis, there will be a no added cost to the licensee beyond the administrative cost of submitting T' an NRC set of PSQ originals. NRC access authorizations would be granted without new bis.
For the group of 1749, individuals with current DOE "L"s the only costs to avoid are the administrative costs of submitting PSQ originals. There C. would be no additional costs to the licensee, assuming bis are not required for a higher level of clearance.
u In summary, it would be possible to avoid costs of preparing and submitting PSQs, including fingerprint cards, for 1900 (1749 + 150) individuals. For

UNC/Montville, there were 1347 (1089uls and 258 Qs); for NFS/Erwin 387 (329 Ls and 58Qs); ESG 235 (11 Ls, 38 Qs, and 186 uncleared); GAC 85 (No Ls, 30 Qs, and 55 uncleared). Costs to be avoided might follow the assumptions applied to B&W-Navy for the other licensees.
