CP-QP-13.0, " Control of Measuring and Test Equipment" 2.0 GENERAL 2.1 PURPOSE AND SCOPE The purpose of this procedure is to outline the electrical startup quality control inspection program.

2.2 (COPE -

l The scope of the activi ties governed by this procedure includes, but is not limited to, inspections as follows:

a. closure of Master Punchlist and turnover package deficiencies and nonconformances;
b. support of design change implementation; and
c. support of startup activities initiated by Startup Work Authorization to construction per Reference 1-A.

2.3 RESPONSIBILITY AND AUTHORITY

b. The Electrical QC Supe'rvisor is responsible for the implementation and administration of inspection activities in support of this procedure and supporting instructions.

3.0 PROCEDURE 3.1 INSPECTION SCOPE All inspections will be perfonned in accordance wi th Reference 1-B, inspection instructions as applicable and Startup QC instructions when issued under this procedure.

3.2 INSPECTION DETAILS Quality Instructions supplementing this procedure and Reference 1-8 identify the electrical inspection activities and delineate inspection criteria and methods of documentation.

Quality Instructions applicable to each will provide specific guidance for Quality Control inspection personnel.

3.3 PERSONNEL TRAINING Personnel training shall be provided in accordance with Reference 1-C to assure that the electical QC inspection personnel achieve and maintain inspection proficiency.

3.4 STATUS INDICATORS The status of inspected items is identified on appropiate documentation as defined by the applicable Quality Instruction.

Certain items (such as conduits, cable trays and cable repairs) may also be tagged in accordance with Reference 1-D where specified by the governing Quality Instruction.

3.5 NONCONFORMING ITEMS Nonconfonnances shall be reported as outlined in each Quality Instruction.

3.6 DOCUMENTATION METHODS Quality Instructions specify the documentatior, required to provide objective evidence of compliance with speci fied Engineering / Construction criteria. Upon completion, these records shall be submitted for review, processing and filing in accordance with CPSES requirements for QA records.

3.7 MEASURING AND TEST EQUIPMENT '

Measuring and test equipment is calibrated, adjusted and 4 maintained at prescribed intervals to provide confidence in the accuracy of the resulting da ta. Calibration responsibilities and reqirements are defined in

Reference 1 F.
