2.1 PURPOSE The purpose of this procedure is to establish the minimum requirements for training, qualification, and certification of personnel assigned to suneillance of construction and startup/ turnover activities in accordance with Reference 1-A.

3.0 PROCEDURE 3.1 EDUCATION AND EXPERIENCE Certification as a Surveillance Specialist requires:

a. High school graduation plus six years experience in a technical field with at least two years experience in nuclear quality assurance; or:
b. An associates degree fran an accredi ted institution in engineering, physical science, mathematics, or quality assu rance wi th at least four years of experience, two of which must be nuclear quality i assurance; or: I
c. Bachelors degree fram an accredi ted institution in engineering, physical sciences, mathematics, or quali ty assurance with at least two years experience in nuclear quality assurance.

] Persons assigned to su rveillance of cons truction and i startup/ turnover activities shall receive the following l indoctrination as required by Reference 1-B:

a. QA/QC orientation " Introduction to Nuclear Power Codes i and Standards," completion to be doctsnented by entry on Attachment 1.
b. General knowledge of documents listed on Attachment 2 and a working knowledge of Reference 1-A Personnel shall also have a working knowledge of the following documents as ' applicable to their area of surveillance:

1). Operations Administrative Control and QA Plan 2). Station Administration Manual 3). TUGC0 Construction QA Procedures 4). Startup QA Plan -

5). CPSES QA Plan 6). B&R QA Manual 7). CPSES Section XI Program Manual Completion of required s tudy is to be documented on Attachment 2.

3.3 TRAINING l After completing the indoctrination program, each trainee

shall be required to participate in at least two site

. suneillance activites conducted by certified surveillance l 1 personnel .

3.4 CERTIFICATION l

Upon completion of the training program, the trainee will i be interviewed by the CSTS Supervisor or his designee to detennine the individual's qualifications in the following

areas

d. Follow-up and closeout of discrepancies If it is detemined the trainee is QA Surveillance Certification (Attachment 3) qualified, the by will be signed the CSTS Supervisor and approved by the TUGC0 Site QA Manager.

3.5 DOCUMENTATION
