Preoperational Test Results Evaluation The purpose of this portion of the inspection was to assure that the licensee is performing an adequate evaluation of test results and to ensure that all test data is either within established acceptance criteria
,
or that deviations are properly dispositioned.
The NRC inspector reviewed completed preoperational test procedures 1-PT-118, " Normal Service Water Preoperational Test," and 1-PT-256,
" Standby Service Water Preoperational. Test." The tests were properly completed and all outstanding test exceptions were documented on the
'
master nunch lists.
Test exceptions 24 and 26 of 1-PT-256 concerned out-of-tolerance horsepower reading deviation between measured and flow curve predicted.
Test exception 20 of 1-PT-118, in part, concerned failure of service water pumps to meet design pump head requirements. All test exceptions were dispositioned to accept as is based on nonconformance reports which justified the out-of-specification readings as being due to instrument inaccuracies.
The dispositions were accepted by the Joint Test Group. This is an apparent violation (458/8559-01).

The purpose of this portion of the inspection was to evaluate the.
licensee's fitness for duty program.
.The licensee's program is based on the EEI quidelines and consists of the
'following elements:
a.
Employee Assistance - An employee assistance program is available to all GSU employees.
Information about the program is promulgated to l
all employees in general employee training, by mailings to each
employee, and by postings on bulletin boards.
b.
Personnel Screening - All new. employees undergo a background investigation.

Minimum On-Duty Performance Requirements The licensee has published c.

Unannounced searches of
personnel, packages, and vehicles are routinely performed.
The-licensee often uses sniffer dogs to check the site and work areas.
The NRC inspector determined that GSU has implemented a fitness program that meets or elceeds the EEI guidelines.
No violations or deviations were identified in this portion of the inspection.

The purpose of their~ portion of the inspection was to ascertain whether the licensee has develop'ed and implemented a QA program relating to audits of activities that is in conformance with regulatory requirements, commitments in the application and industry guides or standards.

- i GSU's' Quality Systems, Quality Engineering, and Quality Operations groups j
were reviewed.
Six Quality Systems audits, 8 Quality Engineering and 15 i
Quality Operations surveillance reports were sampled.
The audits and
surveillance reports sampled were selected because problems had been identified.
It was verified that findings were being documented and corrective action identified.
The responsiveness and timeliness was found to be satisfactory.
Followup and close-out of problems identified was documented.
Procedures on auditing and surveillance appear to be complied with by the licensee.
No violations or deviations were identified in this portion of the inspection.
5.
Exit Interview An exit interview was held on August 23, 1985, with the personnel denoted in paragraph 1 of this report.
The NRC senior resident inspector also attended this meeting. At this meeting, the scope of the inspection and the findings were summarized.
