We have reviewed Florida Power and Light's responses to our request for additional information (RAI) of October 5,1995, regarding Generic Letter 92-08, "Thorno-Lag 330-1 Fire Barriers." The licensee was required, pursuant to j

50.54(f), to submit written reports, under oath of affirmation, that provided the infomation specified in the RAI. On the basis of our review, we have i
i determined that the licensee's responses to the RAI are incomplete. The i
specific areas where we found the licensee's responses to be incomplete are j
discussed in the attachment. Please forward this RAI to the licensee for a revised response. We recommend that the licensee be given 45 days to submit its revised response.

1.0 RACKGROUND By letters dated February 12, 1996 and August 27 1996, Florida Power and Light Company (the licensee) submitted responses,to the staff Request for 4
Additional Information (RAI) dated October 5 1995, related to Generic Letter 92-08, "Thermo-Lag 330-1 Fire Barriers," for St. Lucie Plant, Units 1 and 2.
The licensee compared the Thermo-Lag configurations installed at the St. Lucie plant with Texas Utilities Electric Company TUEC) tested configurations and has determined that the TUEC test results bou(nd those configurations with l
analytical adjustments. The licensee also determined that the subject Thermo-Lag configurations are acceptable for the purposes of satisfying the electrical separation criteria of Regulatory Guide 1.75.
The staff has completed its review of the licensee's submittal and require that the following questions be addressed by the licensee.
