We have reviewed Florida Power and Light's responses to our request for additional information (RAI) of October 5, 1995, regarding Generic Letter 92-08, nThermo-Lag 330-1 Fire Barriers."

On the basis of our review, we have determined that a review of specific calculations referenced in the RAI response is necessary to complete our review.

In addition, an assessment'f differences, if any, between fire barrier construction at the St. Lucie Plant and the Commanche Peak Steam Station is requested.

Details of the specific requests are discussed in the enclosed supplemental request for additional information.

We request that a response be submitted within 45 days of receipt of this letter.

1.0 BACKGROUND

By letters dated February 12, 1996 and August 27, 1996, Florida Power and Light Company (FPL, or the licensee) submitted responses to the staff Request for Additional Information dated October 5 1995, related to Generic Letter 92-08, "Thermo-Lag 330-1 Fire Barriers," for St. Lucie Plant, Units 1 and 2.

The licensee compared the Thermo-Lag configurations installed at the St. Lucie plant with Texas Utilities Electric Company (TUEC) tested configurations and has determined that the TUEC test results bound those configurations with some analytical adjustments.

The licensee also determined that the subject Thermo-Lag configurations are acceptable for the purposes of satisfying the electrical separation criteria of Regulatory Guide 1.75.

The staff has completed its review of the licensee's submittal and require that the following questions be addressed by the licensee.

2.0 QUESTIONS

2. 1 The staff, through its examinations of other licensee submittals in this
area, have found several errors or points of concern pertaining to heat transfer assumptions and modeling with respect to ampacity derating calculations.

Therefore, the staff requests that the following licensee ampacity derating calculations be provided for our review:

a.

FPL Calculation PSL-OFJE-96-001, "Cable Derating in Conduits with Fire Barrier Coatings" b.

FPL Calculation PTN-BFJM-96-005, "Barrier Ampacity Correction Factors - Extrapolation of Test Results for 3-Hour Barrier" c.

FPL Evaluation JPN-PSL-SEES-96-059, "St. Lucie Unit 2 Regulatory Guide 1.75 Thermo-Lag Application Evaluation" 2.2 The licensee should confirm that all fire barrier construction for the applicable configurations are representative of the barrier construction used in the Comanche Peak Steam Electric Station (CPSES),

Unit 2, ampacity derating tests (i.e.,

TUEC tests).

If there are deviations or differences between St.

Lucie installed Thermo-Lag configurations and CPSES-tested configurations, the licensee should provide an assessment of the impact on the CPSES test results that are being credited by the licensee.
