Docket Nos.

50-335 and 50-389 UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20556-0001 November 5, 1993 Mr. J.

H. Goldberg President - Nuclear Division Florida Power and Light Company Post Office Box 14000 Juno

Beach, Florida 33408-0420

Dear Mr. Goldberg:

SUBJECT:

ST.

LUCIE PLANT, UNITS 1

AND 2 RESPONSE TO GENERIC LETTER 92-08, "THERMO-LAG 330-1 FIRE BARRIERS,"

(TAC NOS.

M85608 AND M85609)

By letter dated April 4,-1993, you provided a response to Generic Letter (GL) 92-08 for St. Lucie 1 and 2.

Your response stated that you could not confirm-that the Thermo-Lag 330-1 fire barrier systems installed at St. Lucie 1 and 2

have been qualified by representative fire endurance tests and could not confirm that the fire barriers installed in the plant represent the materials, workmanship, methods of assembly, dimensions, and configurations of the qualification test assembly configurations and could not confirm acceptability of the ampacity derating test configurations relied upon for the ampacity derating factors used for raceways protected by Thermo-Lag.'ou further stated that appropriate actions to resolve fire barrier concerns are being developed through an industry program coordinated by NUMARC and you would apply the results of the industry program, when completed, to the Thermo-Lag 330-1 installations at St. Lucie 1 and 2.

Compensatory measures for inoperable fire barriers are in place and will remain in place until the barriers can be declared operable.

Your response to GL 92-08, however, did not provide a schedule by which corrective actions would be completed.

The staff expects that licensees referencing the NUMARC program as the basis for establishing the acceptability of the Thermo-Lag installation at their facility will review the results and inform the NRC of the necessary corrective actions and anticipated completion, within 30 days of completion of the NUMARC or'ther test program, including schedules for corrective action resulting from site-specific fire endurance testing of unique fire barrier configurations.

In accordance with the reporting requirements of GL 92-08, you are also to confirm, in writing, completion of the corrective actions.
