Dear Mr. Plunkett:
By letters dated April 16, 1993, February 11, April29, and November 4, 1994, March 28, and October 27, 1995, February 12, August 27, and December 19, 1996, March 17, 1997, June 23 and June 26, 1998, Florida Power & Light responded to Generic Letter (GL) 92-08, "Thermo-Lag 330-1 Fire Barriers," dated December 17, 1992, and follow-up requests for additional information dated November 5, and December 20, 1993, August 9, and December 28, 1994, and October 9, 1995, and November 6, 1996, regarding Thermo-Lag 330-1 fire barriers installed at St. Lucie Unit 2.
The U.S. Nuclear Regulatory Commission (NRC) staff has reviewed your letters. Your responses stated that the Thermo-Lag corrective actions taken at St. Lucie Unit 2 included verification of properly installed base layers and upgrades that consisted of reinforcement of seams and joints, addition of wire mesh and stress skins, and additional layers of Thermo-Lag 330-1, 770-1, and 770-1 trowel grade finish over base layers, where necessary.
In your letter dated June 23, 1998, you stated that all corrective actions for the resolution of the Thermo-Lag issues had been implemented at St. Lucie Unit 2. On the basis of its review, the staff has determined that you have provided the information and performed the actions requested in GL 92-08 and the actions tracked by TAC No. M85609 are complete.
Based on your letters dated April 16, 1993, February 11, April29, and November 4, 1994, March 28, and October 27, 1995, February 12, August 27, and December 19, 1996, March 17, 1997, June 26 and June 30, 1998, however, there remain open issues involving ampacity derating of Thermo-Lag 330-1 that emerged as a result of the GL 92-08 review. The resolution of these issues, currently under review, are tracked by TAC No. MA3367 for St. Lucie Unit 2.
