COMPLETION OF LICENSING ACTION FOR GENERIC LETTER 92-08, "THERMO-LAG330-1 FIRE BARRIERS," DATED DECEMBER 17, 1992, FOR ST. LUCIE UNIT 1 (TAC NO. M85608)
Dear Mr. Plunkett:
By letters dated April 16, 1993, February 11, 1994, April29, 1994, November 4, 1994, March 28, 1995, October 27, 1995, February 12, 1996, August 27, 1996, December 19, 1996, March 17, 1997, June 3, and June 26, 1998, Florida Power & Light (FPL) responded to Generic Letter (GL) 92-08, "Thermo-Lag 330-1 Fire Barriers," dated December 17, 1992, and follow-up requests for additional information dated November 5, and December 20, 1993, August 9, 1994, December 28, 1994, October 9, 1995, and November 6, 1996, regarding Thermo-Lag 330-1 fire barriers installed at St. Lucie, Unit 1.
The U.S. Nuclear Regulatory Commission (NRC) staff has reviewed your letters. Your responses stated that the Thermo-Lag corrective actions taken at St. Lucie, Unit 1, included, in part, verification of properly installed base layers and upgrades that consisted of reinforcement of seams and joints, addition of wire mesh and stress skins, and additional layers of Thermo-Lag 330-1, 770-1, and 770-1 trowel grade finish over base layers, where necessary, and other modifications. The staff issued a Confirmatory Order Modifying License on July 13, 1998, confirming FPL's commitment to complete implementation of Thermo-Lag 330-1 fire barrier corrective actions by the completion of the 1999 refueling 'outage (SL1-16). On the basis of its review, the staff has determined that you have provided the information requested in GL 92-08 and the actions tracked by TAC No. M85608 are complete.
Based on your letters dated April 16, 1993, February 11, 1994, April29, 1994, November 4, 1994, March 28, 1995, October 27, 1995, February 12, 1996, August 27, 1996, December 19, 1996, and March 17, 1997, June 3, June 26, and June 30, 1998, however, there remain open issues involving ampacity derating of Thermo-Lag 330-1 that emerged as a result of the GL 92-
~ p 08 review. The resolution of these issues, currently under review, are tracked by TAC No.
MA3366 for St. Lucie, Unit 1.
Please advise the staff in writing ifyou change resolution plans described in your submittals.

In addition, in accordance with GL 92-08, please advise the g staff in writing when the actions described in your submittals have been implemented.
GL 92-08 provides the Office of Management and Budget clearance for this information request.
