1 During the past few years, saveral countries in the process of establishing or 4

expanding their mgulatory inspection pmgrams have requested copies of the Insoection Procedures Manual prepamd by the NRC Office of Inspection and Enforcement (IE). In responding to these requests, we previously provided only Volumes I and III of the three-part Manual. Volume II. which contains specific NRC inspection requirements for U.S. licensed facilities, was with -

held as an internal .4RC document which, if disclosed, could compnunise the effectiveness of the NRC inspection program. .

Because of the potential benefit of the complete Manual to foreign ngulatory i

programs. IE has recently reviewed this position and decided that the Manual should now be made available, on a restricted dissemination basis, to our t
