APPENDIX B NOTICE OF DEVIATION Public Service Electric & Gas Docket No. 50-354-Hope Creek Generating Station License No. NPF-57 During an NRC inspection conducted between December 22,1996 and February 1,1997, a deviation of your commitment to the NRC in support of a technicial specification amendment application was identified. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Action," NUREG-1600, the deviation is listed below:

A July 25,1995 letter from the PSE&G Vice President - Nuclear Operations to the NRC included an Attachment I which listed seven specific conditions to which the licensee i

would adhere when either the "C" or "D" emergency diesel generators were removed from service for extended preventative maintenance. in the letter, PSE&G stated that "the technical specification bases will be revised to include these (Attachment 1) conditions."

Contrary to the above, on January 29,1997, the NRC identified that the Hope Creek technical specification bases had not been revised to include the specific conditions listed in Attachment I to the July 25,1995 PSE&G letter.

Please provide to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, D.C. 20555, with a copy to the Regional Administrator, Region I, and a copy to the NRC Resident inspector at the facility that is the subject of the Notice, in writing within 30 days of the date of this Notice, (1) the reason for the deviation, (2) the corrective steps that have been taken and the results achieved, (3) the corrective steps that will be taken to avoid further deviations, and (4) the date when your corrective action will be completed. Where good cause is shown, consideration will be given to extending the response time.
