F. ALAN EVANS EVANS was' interviewed on September 13, 1990, at his place of business by Nuclear Regulatory Commission Investigator Gary H. Claxton.
EVANS is President of Virginia Art Metal and Plastics (VAMP), 1520 Juniper Street, Norfolk, Virginia 23502, telephone (804) 855-3173. Also present at the interview was Special Agent Neil WINGARD, Naval Investigative Service, assigned to the Regional Field Unit, Norfolk, Virginia. Upon being advised of the l
interviewers' official identities and purpose of the interview, EVANS provided the following information.
EVANS said VAMP was established by his father in 1936 and that they produce trophies, plaques, and various types of photoengraved items.
EVANS said he has worked for his father ever since graduating from high school and now operates the company along with his three brothers.

i EVANS said he is familiar with the name Bill ST0KLEY, owner of Stokley Electronics, although he has never personally met him.
EVANS said VAMP does a considerable amount of business for Stokley by producing photoengraved metal labels. EVANS did not recall when he first started doing business with Stokley. He said he probably started out doing only a few items for Stokley and eventually increased his orders as Stokley's business grew, although this j
was only conjecture. He said he did not know how STOKLEY learned of VAMP's services but that it may have been through Terry EMANUEL. According to EVANS, j
EMANUEL is believed to be the first person to have ordered manufacturer's labels approximately 10-12 years ago when EMANUEL was employed by K-Wat Electronics in Norfolk.
EVANS said EMANUEL has been gone from the Norfolk area for quite some time and his last known location was in the Bahama Islands.
EVANS said EMANUEL left

EVANS recalls EMANUEL was probably the person responsible for setting up the catalogs used by the various electronic sales companies for ordering i
i manufacturer's labels from VAMP.
EVANS said he has never considered whether the manufacturer's labels he produces may violate any type of copyright or other trade laws.
He said no i
one has ever asked him about the legality of reproducing manufacturer's labels nor has he ever been contacted by any of the manufacturers whose label he produces.
He related that one unrecalled customer, many years ago, asked him to produce a tag with an Underwriter's Laboratory (UL) mark upon it.
He said he contacted UL and they sent him a package of requirements for using the UL i
mark. He said there were so many requirements that the customer told him, i
EVANS, just not to use the mark.

EVANS said he does not know what the various electronic firms are doing with the labels and other products they buy from him.
He said a rough estimate of I
his total seles volume to the electronic firms would be 10-20 percent and that j
he certainly does not depend on the labels to keep him in business.
He added that manufacturer's labels are not the only item purchased by the firms.
He said other items might include plates or labels trat simply have numbers,
