BVPS-2 PSI Program Submittal Letter 2NRC-5-154, dated December 26, 1986 Gentlemen:
This letter is to document the telecon that occurred on March 26, 1987 between Messrs. Peter Tam and George Johnson (USNRC), and Messrs. R. M. Reba and L.
M.
Rabenau (DLC), (other participants identified on Attachment 1) regarding the subject examinations.
The topic discussed was the application of construction visual exanination results for Safety Class 3 support integral ly welded attachnents to satisfy ASME Section XI preservice examination require-ments for the same. During the discussion it was pointed out that ASME Section XI (80W80) IWB-1220 (Safety Class 1) and IWC-1220 (Safety Class 2) permit shop and field examinations to serve in lieu of on-site preservice exaninations provided applicable criteria are met.
IWD-2100 (Safety Class 3) does not pro-vide similar guidance.
Additionally, acceptance standards for Class 3 visual VT-3 examinations, LWD-3000 are in the course of preparation and guidance is not provided else-where in ASME Section XI.
In such cases, IWA-3100(b) directs us back to the construction code for applicable acceptance standards.
A review of Attachment 2, construction visual inspection attribute list indicates that a very strin-gent visual examination was implemented.

The following information is being provided for your use or reference in the letter of notification to the USNRC for the utilization of construction visual examinations in lieu of the IWD PSI visual examinations of ASME Class III Supports.
I have reviewed IP-7.2 "ASME Section III & VIII Velding" and integral attachments were visually examined for the following attributes:
