Homo to File Thrus D. L. Caphton, Senior Reactor Inspector Reactor Operations Branch OYSTER CREEK STARTUP SCHEDU12 FOLIMING 1975 REFUELING OUTAGE if Facility status as of May 20, indicated that the reactor will be ready for startup samstime May 21. Outstanding items include drywell torus vacuum breaker testing now scheduled for late today, certain routine surveillance items, and pre-critical checks.
Shutdown Margin Tetiing was successfully sempleted on May 18.

'this information was forwarded to Walt Paulson, the Oyster Creek RL Project Manager. Walt informed me that a meeting had been scheduled for 6:00 p.m. this date with JCP6L. RL apparently has problems with critical heat-flux configuration and a legal problem with respect to ECCS. I gathered from my conversation with Paulson that Licensing may be prepared to propose additional operating restrictions during the course of the referenced meeting.
Walt was apprised of work in progress at the plant and the schedule for information. IE:I has no hold on Jersey Central at this point and I propose no additional action with respect to what is now an RL issue.
