I talked to a De Vaughn Nelson frees RPA in Washington who had been referred to RO I by the DL project manager G. Ousley. Mr. Nelson stated that he had received a report concerning emeessive liquid releases at Oyster Creek in violations of Technical Specification limits. According to Nelson's unknown source a fine had been levied by a judge in New Jersey which was appealed by JCPL. Nelson had no further details.
I informed him that I had no information concerning this issue and stated that the only litigation I wcs personally aware of that Jersey Central Power and Light had been involved in related to a prior fish kill.
I also referenced a potential injunction involving the fish kill of January, 1974.
Other topics discussed included record retrievabilicy, accuracy and duration.
I briefly discussed instrucent calibrations and permanent chart records. He seemed satisfied with this information and stated that he planned to also contact Bevins in Licensing. The referenced conversation took place on January 7, 1975.
