i This refers to the inspection conducted by Mr. Everett of this office on May 29 and 30, 1975 at the Oyster Creek Nuclear Power Station, Forked River, New Jersey of activities authorised by NRC License No. DPR-16 and i

to the discussions of our findings held by Mr. Everett with Messrs.

Carroll, Palrine and Growney of your staff at the conclusion ~bf the 5,

inspection, and to a subsequent telephone discussion between Mr. Everett \\;

1 and Mr. Pelrine and Mr. Carroll on June 4, 1975.

Areas an==ined during this inspection are describc' in the Office of i

Inspection and Enforcement Inspection Report whict is enclosed with this

-kl letter. Within these areas, the inspection consisted of selective armaina-tions of procedures and representative records, interviews with personnel, measurements made by the inspecter, and observations by the inspector.

l Within the scope of this inspection, no items of noncompliance were g

observed.

In response to your letter of May 7, 1975, our inspection of May 29 and 30, 1975 revealed that the iodine measu m a 'made by the Oyster Creek Nuclear Power Station staff during the inopsetion, was in agreement with the NRC reference laboratory.

This measurement is not consistent with a i

series of measurements of both actual and simulated iodine samples performed by your staff over the past year. These measurements had been low by factors of 1.6-1.8.

As the same calibration factors were used in 4

each case and as discussed with your staff, the most reasonable explana-tion appears to be that the low activity side of the cartridge was measured in the past.

It is our understanding that this apparent

counting procedure problem will be corrected in the future by counting each side of the cartridge and averaging the results.

If this under-t standing is incorrect please notify us of your intentions in this matter.
