A recent inspection of the subject facility highlighted weaknesses in

the licensee's shift manning requirements when compared to existing

Regulatory policy as described in the enclosed memorandum dated Octo-

ber 16, 1973, B. H. Grier to Regional inspection staff, REGULATORY

STAFF POSITION ON SHIFT MANNING FOR NUCLEAR POWER PLANTS.

We understand your Branch has responsibility for reviewing the adminis-

trative controls section of the technical specifications in conjunction

with the full-term license (FTL) review for Oyster Creek. We reconsnend

your review include an evaluation of the licensee's shift manning based

on the Regulatory policy which prevails at the time of your review. We

believe the policy guicance stated in the October 16, 1973 taamorandum

represents the minimum staffing levels that should be established by

NRC.
