OF MEETING HELD ON MARCH 4,1975 TO DISCUSS THE SCHEDULE FOR SUBMITTAL OF THE OYSTER CREEK ECCS REANALYSIS A meeting of General Public Utilities Service Corporation (GPUSC) and NRC representatives was held in Bethesda on March 4, 1974. The purpose of this meeting was to discuss the schedule for the submittal of the Oyster Creek ECCS reanalysis. Enclosure 1 is a list of attendees.
BACKGROUND The Oyster Creek Nuclear Generating Station is scheduled to shut down at the end of March 1975 for a refueling outage.
JCP&L has scheduled May 10, 1975 as the startup date following the reload.
Prior to startup, JCP&L must submit an ECCS reanalysis calculated in accordanc.e with an acceptable evaluation model that conforms with the provisions of 10 CFR Part 50, paragraph 50.46. ' Analyses are required for both the GE and Exxon fuel. GE will perform the complete reanalysis for the GE fuel.
Exxon will do the reanalysis for their fuel; however, Exxon uses the results of the GE blowdown calculations in their analysis.
SCHEDULE FOR SUBMITTAL OF ECCS REANALYSIS
' is the schedule presented by GPUSC for the submittal of the Oyster Creek ECCS reanalysis.
We discussed the schedule and stated that based on the April 11/12 submittal date for the design basis analysts, the time required for the prenotice would delay the startup beyond the May 10, 1975 scheduled date.
The GE blowdown calculations using the approved GE ECCS evaluation model will not be available until March 28, 1975. These blowdown i
calculations are on the critical path because Exxon needs the GE results as input to their calculations. The results of the GE blowdown calculations for Oyster Creek using the GE approved model are not expected to be significantly different from existing calculations.
GPUSC stated that they may have Exxon perform calculations using the existing blowdown calculations and then verify that the results of the revised calculations are, in fact, not significantly different. This approach may make the ECCS reanalysis available as much as two weeks earlier than shown on Enclosure 2.

We stated that JCPAL must indicate in the ECCS submittal exactly how the re-evaluations were performed using the approved GE and Exxon inodel s.
RELOAD SUBMITTAL In addition to the ECCS re-evaluation, we are reviewing JCP&L's reload submittal that includes fuel design, physics, thermal-hydraulic, transient, and accident analyses, etc. GPUSC stated t
that the control rod withdrawal error transient analysis, which was originally scheduled to be submitted on February 15, 1975, will not be provided until March 28, 1975.
We stated that we would look into whether the GETAB-GEXL correlation would be required for analyses of the balance of the GE fuel in the Core.
