II INSFECTION 75 CONTRACT JANITORIAL SERVICE

In a response to a request from R. H. saith, and in accordance with module 92705B, I inspected in the area of the 11aansee's Janitorial Services at the Oyster Creek site. Findings vers as follows:

i The existing contract service is American National Cleaning Service, i

1215 Liberty Avenue, Hillside, New Jersey 072'05 - telephone -

201-351-6200. This organisation was formerly called the American l

Building Maintenance with a name change effective March 15, 1974.

The licensee informed me that the first contract was issued June 1, 1973 and has existed up to the present date.

Number of Employees Ihe cleaning service normally employs two (2) people, and on occasion i~

three (3).

I was informed by the licensee that on an annual basis, i

the cleaning service brings in a larger crew to handle cleaning of j

windows. The total number of the group was unknown.'

Badging Requirements l

Implementation of a badging system at the Oyster Creek facility including l

photo identification did not take place until early 1975.

I was informed that janitorial personnel are now badged. Apparently two (2) types of security checks are performed for these individuals.

' viewed a letter dated March 11, 1975 documenting that the JCP&L i

security department had requested a background history for janitorial i

personnel..I also reviewed a letter dated April 24, 1973 from the president of the American National Cleaning Service to JCP&L stating that each of their employees is severed by a blanket bond and put l

through a thorough screening process incorporating previous job references.

Work: Area and Schedule i

Janitors work between the hours of 5:30 p.m. and 7:30 a.m., Monday

through Friday. According to the lisenese, in general, these personnat have all lef t the site by 10:30 p.m.

Again, according to

' the licensee, they are restrieted to the office section which

' includes.all offices, lavatories, the entrance lobby halls, stairways, l-the elevator cab, the observation room, the health physics offices, the. maintenance foreman's office and the lavatory to the maintenance shop.

The licenses stated that they are specifically directed eeneersing their area of responsibility for eleaning purposes.

I was infocused that the janteers have all received a briefing in this area.

Arranaements for Replacement Personnel The contractor is responsible for providing replacement personnel in the event of illness, etc. The April 24, 1973 letter referenced above i

l would imply contractor responsibility for bond screening, etc., however, this does not relieve licensee responsibility. In response to my j

questions in this area, the licensee stated that if the normal crew were to arrive with a new individual on a one-day type basis that such l

a person would be admitted for cleaning purposes. This area was j

discussed at some length with the licensee. I was also informed that the licensee anticipates that the sevvice will be terminated due to l

anticipated union problems and that in the future janitorial work will l

be done by JCP&L personnel hired specifically for this purpose.

h Disposal of Clean Wnste l

Waste materials accumulated during the course of normal cleaning are bagged and then delivered to a "Besipster Dumpster" located in the l

vicinity of the machine shop.

I In summation, I conclude that in 1973 and 1974 minimal attention was provided by the licensee to such personnel other that sight recognition.

Orientation and training in that era was apparently verbal in asture j

and cautionary with respect to area restriction for eleaning. Licensee handling of vendor's cleaning personnel, etc., should be reviewed by IEPP. Inspection findings were also discussed with W. G. Martin on l

July 16, 1975.
