!! ARCH 17., 1975 On March 17, 1975, a meeting was held in Bethesda with representatives of Jersey Central Power 6 Light Company (JCP6L). The purpose of the meeting was to discuss our concerns regarding JCPGL's proposed revisions to Section 6, " Administrative Controls", of the Oyster Creek Technical Specifications. A list of attendees is enclosed.
By letter dated' October 22, 1974, we requested JCP6L to submit an application for amendment to the Oyster Creek facility operating license that would revisc Section 6, " Administrative Controls" of the Technical Specifications to be consistent with the standard technical specifications that we developed.
By letter dated January 10, 1975, JCP4L submitted a proposed Technical Specification change request in response to our letter of October 22, 1974. JCP6L's letter of January 10, 1975 also identified those areas of departure from the standard technical specifications.
We discussed those areas where JCP6L's proposed Section 6 of the Technical Specifications differ from the standard technical specifications dated September 1, 1974:
a.
Qualified Radiation Protection Personnel JCP6L had omitted Section 6.2.2d of the standard technical specifications which requires that an individual qualified in radiation protection i
procedures be on site when fuel is in the reactor.
Both the licensee and we agreed that this specification should be included in the Oyster Creek Technical Specifications.
b.
Assignment of Senior Licensed Operator for Refueling Operation Section 6.2.2e of the standard technical specifications states:
"All core alterations after the initial fuel loading shall be directly supervised by either a licensed Senior Reactor Operator or Senior Reactor Operator Limited to Fuel Handling who has no other concurrent responsibilities during this operation."

The above JCP6L specification is taken from 10 CFR Part 50, paragraph
- 50. 54 (j ).
During the discussion of JCP6L's conduct of operation for refueling, JCP6L stated that there may be occassions during fuel movements when a' licensed operator in the control room would give instructions via a head set to an unlicensed foreman who in turn would relay the instructions to the man who moves the fuel (also unlicensed). We stated that we did not agree with the above method of operation involving direct supervision of fuel movements by unlicensed personnel.
A Ictter to JCPGL is being prepared stating our position regarding the qualifications of personnel involved in fuel handling operations.

Revision of Sections on " Review and Audit" and " Procedures" The JCP6L representatives stated that Section 6.5, " Review and Audit",.
j and Section 6.8, " Procedures", are currently being revised. The above sections that are proposed in JCP6L's submittal of January 10, 1975 are essentially unchanged from the current Technical Specifications.
We stated that the above sections, when revised, should be in accord with the principles of ANSI N18.7 and also that Section 6.8 should be in accordance with the provisions of Regulatory Guide 1.33.
