Our letter of October 22, 1974, requested that you submit an application

for an amendment to your facility operating license revising Section 6,

" Administrative Controls" of your Technical Specifications. Our letter

" ' '~ j stated that the revised Section 6 should be consistent with the format l1 j

and content of the standard technical specifications that were enclosed I

with our letter.

Your letter dated January 10, 1975 responded to our request and included a proposed change to Section 6 of your Technical Specifications.

Section 6.2.2d of your response, rather than use the standard technical specifications which require a Senior Licensed Operator to supervise directly all core alterations after the initial fuel loading you i

proposed the following:

" Apparatus and mechanisms other than controls, the operation of which may affect the reactivity or power level of the reactor, shall be manipulated only with the knowledge and consent of a licensed operator or senior operator at the controls."

Based on our review of your submittal, we find that your proposed specification cited above does not provide an adequate degree of control during refueling and irradiated fuel handling operations.

It is our current position that a senior licensed operator with no concurrent operational duties for any other reactor should directly supervise irradiated fuel handling and transfer activities and fuel assembly transfers into or out of a reactor vessel.
