We have identified a problem area in the Technical Specifications for the Oyster Creek Nuclear Generating Station, Udit 1. facility which involves.the' statement of tue maximum allowable reactor vessel heatup q

By specifying a temperature thange rate iri "oF/hr", the time interval over which the change is to be averaged is not obvious.

In order to' increase operational flexibility and to decrease the

. possibility of a Technical Specification violation, heatup and cooldown rates, wherever spbcified,:should be expressed in "
