O ENCLOSLIRE, ECCS MODIFICATIONS REQllIRED TO ASSilR!i TilAT Tile MODIFIED i l SYSTEM KIL1,PERFOPJi AS DESIGNED 1._ The ECCS equipment and the switches nounted o the control board-in the control room must be labeled to indicate-division assignment.
The-basis.for this requirenent is-that.the propose'jl design does not have system 1cyc] manual initiation capability; therefore, it is nccessary; to label the equipment and th.c switches that actuate cach piece of-equipment to ar.sure that an operator who is accustoned to the old design, will not becomo confused.
2.
Periodic surveillance, inspection and testing of the tino delay relays which control the loading of the control rod drive pumps onto the dicsc1 generator cust be provided at the same fri, quency as the-other sequencing equipment.
The basis for this requireuent is that undetected failures of these relays could result in over lo:. din? and s'ubsequent failure of both dicsc1 genciators to deliver the required voltage and power.
- 3.,Thn.liccnsco t.ust provide the staff uith a cori detai)ed description of the operational tests before they are executed.
These procedures shal) require that the predicted vdlues t.ho. n on Table 1 of the
' attachments to your letter of Nover..ber 7,1975, be compared to the test results and the results certified prior to a resumption of power operation.
The bases for this requircuent in t o assure thc.t each diesel generator will be test loaded to the levcis it would r.ec if the other generator failed and offsite power were lost during a 1.0CA, and to verify that the quasi steady stato voltages are greator-and the sequencing tir.es are consistent with the va')ues predicted for each sequence step.
In addition, the operational tests should assure that the final hilowatt and kilovolt ampere values confirm that the predicted tota) dicsc1 generator load and the power factor values used in your analyses are conservative, 9
