This refers to the inspection conducted by Mr. King and Mr. Rogers of
this office on January 21-23, 27, 1975 at Oyster Creek Nuclear
Generating Station, Rt. 9, Waretown, New Jersey of activitias authorie ut
by AEC License No. DPR-16 and to the discussions of our findinhe

held by Messrs. Devlin and Rogers with Messra. Roos, Carroll, Reeven,
and Baron of your staff at the conclusion of the inspection,
and to a subsequent telephone discussion between Mr. Rogers of this
office and Mr. Carroll on January 24, 1975.
The area examined during this innpection was limited to the Physical

Protection Program. Within this area, the inspection consinted

of selective examinations of procedures and representative recordo,
Interviews with personnel, and observations by the innpector.

Based on the results of this inspection, it appears that certain of
your activities were not conducted in full compliance with NRC re-
quirements, as set forth in the Notice of Violation, enclosed here-
with as Appei. dix A.
These items of noncompliance have been categorized
into the levels as described in our correspondonce to you dated

December 31, 1974. Thf a notice in sent to you pursuant to the provisionn
of Section 2.201 of the NRC's " Rules of Practice," Part 2, Title 10,
Code of Federal Regulations. Section 2.201 requires you to submit to

this office, within (20) days of your receipt of this notice, a

written statement or explanation in reply includings (1) corrective steps
which have been taken by you and the renuits achieved; (2) corrective
steps which will bo taken to avoid further viointions; and (')) the date
when full coupliance will bo achieved.
In addition to your response to the neparent npecific itens of noncom-
pliance, please provide us a written explanation for the deviations
identified in Appendix B, enclosed hererrith, including correctivo stops
which have boon taken by you and the results achieved.

responsibilities include administrative actiona in the form of written
notices of violation, civil monetary penalties, and orders pertaining
to the modification, suspension or revocation of an operating license.
While matters identified in Appendices A and B do not present an immediate
threat to the health and safety of the public, we wish to ranind you of
the necessity for taking prompt management action to assure full compliance
with NRC requirements in the future and to correct the items of noncompliance
and the itens of deviation identified during the inspection. We plan to
continue to conduct unannounced inspections to ascertain whether auch action

has been taken.

In accordance with Section 2.790(d) of the AEC's " Rules of Practice,"
Part 2, Title 10, Code of Federal Regulations, documentation of
findings of your control and accounting procedures for safeguarding
special nuclear veterials and your facility security procedures are
exempt from disclosure; therefore, the enclosures to this letter, the

inspection report, and your response to this letter will ngji a

placed in the Public Docuuent Room and will receive limited distri-
bution.
