Gentlemen:

On April 15 and April 16, 1975, we discussed via telecon your submittals of March 29, 1975.and April 4, 1975 with representatires of General Public IJtilitics Service Corporation (GPUSC). These submittals present

the results of your reanalysis of ECCS cooling performance.

-4' d-Based.on_our review, we have determined that the above cited subnittals

do not-contain sufficierit information to enabic us to conclude that your-j analysis of ECCS cooling performance-is wholly in confornance with the

. requirements of 10 CFR S 50.46(a).

In this regard, we have. identified i

~

additional individual break si:es that should be analy:cd and also additional breat locations that should be studied.

We have: stated that these additional analyses should be performed for both GE and Exxon fuel.

We telecopied a statement of our concern to Mr. N. Trikouros, GPUSC, on April 17, 1975 and also stated our concerns to representatives of GE.

In' order for us to maintain our licensing schedule consistent with your proposed Core Cycle 5 startup date of May 10, 1975, we will need the results of the additional CE analyses cited above by April 28, 1975.

For the same-reason, the results of the additional Exxon analyses, cited above, are needed by April 30, 1975.

Other concerns identified during our review of your ECCS' reanalycis and i

during our review of your Cycle 5 reload submittal (Amendment.'o.

76) have all been discussed via tcJecon with representatives of GPUSC.

Statements of our concerns have also been telecopied to GPUSC.

Our concerns are further documented in the enclosures to our letters of April 2, 1975 and April 21, 1975.

In order to maintain our licensing schedule consistent with your proposed startup ddte of May 10, 1975, we will need responses to our letters of April 2 and April 21, 1975 no later than April 24, 1975.

.If you cannot meet the above review-schedule, it is likely that we will not be aMe to complete our review consistent with your proposed startup-
