Dear Mr. O'Reilly:

This letter is in reply to your letter of November 16, 1973 to Mr. Ivan R. Finfrock regarding an inspection conducted at the Oyster Creek Nuclear Generating Station by Mr. Brandkamp on October 23, 1973.

The two violations and three safety items described in your enclosure relate primarily to activities involving waste barrel removal operations.

We wish to advise you of the action that has been taken to correct the concerns noted. The item numbers that follow correspond to those found in your enclosure:

Violations Item 1:

10CFR20.201, " Surveys," necessary to comply with 20.103, " Exposure of Individuals to Concentrations of Radioactive Material in Restricted Areas".

Since November 28, 1973, a continuous air sampler has been set up in the waste barrel storage area. The filters are now removed and counted daily. However, after sufficient data has been collected and evaluated, a sampling frequency will be determined.

In addition, air samples will be taken and evaluated for specific jobs taking place.

Item 2:

10CFR20,201, " Surveys," necessary to comply with 10CFR20.101(2),

" Exposure of Individuals to Radiation in Res'tricted Areas".

A TLD system is being evaluated.at this time.

Part of the new system will include extremity monitoring in the form of ring or finger tip dosimeters. All persons who might possibly get high hand exposures will be monitored in this manner.

It is anticipated this system will be in operation January 1, 1974.

Two systems (film and TLD) will be used concurrently during the first quarter until all bugs are worked out, at which time the film badge will be phased out.

December 11, 1973 Safety Items

- Item 1:

Coffee and doughnuts were found in.the trailer that was used as a change area for the removal.of contaminated protective clothing.

Supervisors in charge of the trailer which was used as a change area for the removal of contaminated protective clothing were in-formed on October 24, 1973 that personnel were also drinking coffee and eating doughnuts at the opposite end.

The situation was corrected immediately upon notification.

Item 2:

Accumulations of trash and pile's of loose powdered chemicals from burst. containers were present on the. floor in the waste barrel storage area.

A' continuing program is being conducted to maintain clean and neat work areas.

Personnel in the area are asked to clean up after them-selves and to put tools and materials in their proper places. An effort is being made to provide janitorial services for final mopping after the area is checked out by the radiation protection personnel.

Item 3:

Management control over the waste barrel removal operations was inadequate to assure the lowest practicable levels of exposure to individuals involved.
