We have identified a problem area in the Technical Specifications for the Oyster Creek Nuclear Generating Station, Udit 1 facility which involves.the statement of the maximum allowable reactor vessel ~hcatup

'and cooldown rates.

By specifying a temperature thange rate in "0F/hr", the. time interval over. which the change is to be averaged

'is not obvious.

In order to increase operational flexibility and to decrease the possibility of a Technical Specification violation, heatup and cooldown rates, wherever spbcified, should be expressed in "

0F increase (or decreape) in any one hour."

Accordingly, please submit proposed changes to the appropriate sections of the Technical Specifications for 0'yster Creek Suclear Cencrating Station, Unit 1 as part of a futurc application.for license amendment.
