Docket No.-50-219 J HydraulicTeTs~mic Restraint Inspection Data In Support of Proposed Technical I

Specification Change No. 38 I submitted to you Proposed Technical Speci-On September 12, 1975, fication Change No. 38, which proposed Limiting Conditions for Operation and Surveillance Requirements for the hydraulic seismic restraints (snubbers) at the Oyster Creek Nuclear Generating Station. The proposal was consistent with the model specifications included in your letter of July 8,1975, except for requests that a twelve-month inspection interval be assumed for the initial inspection and that the requirement that the initial inspection be within six-We based months from the date of issuance of the specifications be waived.

these requests upon the extensive surveillance and analyses of the snubbers at the Oyster Creek Station (

- a These data also show justification for, waiver of the initial inspec-tion within six months from issuance of the specifications.

We, therefore, request that an inspection performed during the six months prior to the issuance of the specification be credited as the initial inspection.

If no such inspection has been performed, we will inspect the-drywell snubbers

.the next time the drywell must be entered for reasons other than snubber inspection, and the reactor building snubbers will be inspected within six months from issuance of the specifications.

This inspection schedule would supersede the schedule prescribed in,my letter of Febrpa,ry 7,1975 to Mr. Karl.Goller of the NRC.

Very tru19 yours,
