I telephoned Karl Seyfrit.who was on vacation and being relieved by Dan Pomeroy,to discuss the transfer of the lead responsibility to Licensing concerning the problem at Oyster Creek, a leak at an instrument penetration in the reactor bottom head.

Mr. Pomeroy stated that the transfer of Icad responsibility had been made to Licensing.

Upon further questioning it was determined that Licensing had not signed the copy of the transfer responsibility. Mr. Pomeroy subsequently pur-sued the matter and called back at about 1:30 p.m. to confirm that Licensing had not received the transfer of lead responsibility for the subject matter.

Mr. Pomeroy read the document that he had and the RO recommendations listed were discussed. Eased on this discussion, Mr. Pomeroy agreed'to revise the Item 1 of the recommendations that he had and proceed to discuss the changes with Mr. Coller in the Directorate of Licensing.

Mr. Pomero'y further agrepd to call me back and state the conclusions of the discussions at.d provide a status of the transfer.
