Dear Mr. O'Reilly:

This letter is a supplement to my letter of October 30, 1973 and it responds specifica11y to the safety item noted in Enclosure No. 2 of your letter of October 4,1973 regarding the inspection conducted by Mr. Greenman on August 28 and 29, 1973 at the Oyster Creek Nuclear Generating Station.

The safety item of concern was identified as follows:

Item:

Accepted radiological safety control practices dictate that instrumentation used routinely to detect and measure radioactivity for the purpose of personnel protection be cal'ibrated with a known source to assure the accuracy of the measurements. The accepted calibration frequency is a minimum of once each calendar quarter.

Contrary to the above, your instrument calibration procedure No. 904.11, revision dated December 12, 1972, specified a six-month calibration frequency. We note that instrument calibration records from July 1972 - July 1973 indicated that in'struments were cali-brated according to this frequency, or removed from service, or lost.

Response: Motivated by the results of the inspection, personnel at the plant solicited the recommendations of Radiation Management Corporation with regard to the accepted radiological safety control practice on the calibration frequency of personnel portcble survey instruments.

Reference was made to the American National Standards Institute, May 1973, Draft Standard entitled " Radiation Protection Instru-mentation Test and Calibration." This draft document gives the following calibration schedule:

Complete calibration on all new instruments.

2.

Complete calibration annually, or more often, if the instrument is subject to unusual operational conditions.

A check source test which indicates that the instrument is not within given limits will be reason for immediate~

calibration.

After each maintenance operation, the instrument will be calibrated.

As you'can see, this standard is not consistent with the AEC state-ment on calibration of once each calendar quarter.

The current ~

radiological control procedures will be reviewed by the new Radiation Protection Supervisor at the conclusion of which proper and acceptable calibration methods and frequencies will be determined. Jersey Central Power 6 Light Company is in the process of purchasing a portable calibration facility which will alleviate some of the present difficulties being experienced in the calibration of personnel monitoring equipment.

It is fully expected that this new equipment will reduce both time and manpower requirements currently involved in the calibration program.

Until that time when the Radiation Protection Supervisor can finish his review and determine the most applicable practice of calibration

' frequency under the conditions the instruments are subjected to at Cester. Creek, the plant personnel will follow your recommendation of on,e each calendar quarter.
