Branch INSPECTOR'S EVALUATION OF OYSTER CREEK STATION BASED ON. INSPECTION OF DECEMBER 26-28, 1973

. Health'Physica conditions at Oyster Creek observed during my inspection have shown-a dramatic improvement since my -inspection in September.. Con-taminated' areas have either been cleaned up, or reduced to very small

. size. Floors and equipment have.been cleaned up and painted. The few remaining contamination zones are well roped off, equipped with step-off f.

- pads and: the necessary protective clothing, and well marked with signs and instructions. Survey instruments were all tagged showing calibration date and due date; none were found to be inoperable. Records were,up-to-date and a new Radiation Protection Manual has been completed.

The newly hired Radiation Protection Supervisor appears to be doing an outstanding job. He has. full authority to shut down any job that, in

'his opinion, will create unnecessary radiation exposure or is otherwise

. hazardous from a health physics viewpoint. A strong disciplinary pro-gram has been set-up and already used.

I noticed a definite change in M

attitude among the Health Physics personnel. Staffing is essentially complete (they are temporarily short two assistant technicians due to normal job bidding processes).

The new Radiation Protection Supervisor's operating philosophy is to evaluate all jobs for potential before allowing them to start, to have his personnel in the field 70% of the time, to have no " permanent" con-tamination zones and to personally enforce all radiation protection pro-l

.cedures and discipline any violators.

I saw him in action when the four contractor employees were observed violating a RWP and I believe he is doing a very effective job.
