Oyster Creek Nuclear Generating Station Docket No. 50-219 Anticipated Transients Without Scram Analysis (ATWS)

Your letter dated October 4,1974 transmitted your approval of November 1, 1974 as the date for submission of the Common Mode Failure Analysis for the Oyster Creek Nuclear Generating Station and requested further information with respect to our request for delay of the Primary System Transient Analysis sub-mittal beyond March, 1975.

Specifically, you requested an explanation for the delay, a vendor program for completion of the analysis and an estimate of the actual submittal date.

General Electric Company has indicated that insufficient manpower is avail-able to provide simultaneous resolution of ATWS concerns for all the nuclear i

generating stations for which they provide analytical support.

On this basis, it was decided that those plants which were listed as Category B, WASH 1270, would be given highest priority with respect to the Primary System Transient Analysis. Consequently, Category C plants, such as Oyster Creek, will experience delays.

At the present time, General Electric Company has stated that they are planning to initiate their Category C plant model refinement on September 1, 1974 i

with completion scheduled for March 1, 1975. The Oyster Creek Primary System Transient Analysis results will be available for our review on April 1,1975. We are scheduling a 30-day review of these results with subsequent submittal to the

- Regulatory Staff on May 1, 1975. The 30 days is necessary for technical and safety committee review, management approval and printing.
