Uc h' ave' completed our. review of the proposed modifications.to'the radwaste systems for the Oyster Creek Station submitted by your letters dated September 20 and December 13, 1973. Our review of the liquid and solid

. radwaste systems is. complete and we have no additional questions..The

- proposed off-gas systen modifications, however, are unacceptable-because our cnalysis indicates that the modified system will result,in a whole 4'

body dose at the site boundary in excess of 5 Ren for a ti o-hour period following a postulated Safe Shutdown Earthquake (SP.E).

This is inconsistent with the Regulatory staff poJition in Regulatory Guide 1.29, "Seimic Design Classification", and is not considered justified.

During a meating in Bethesda on Febr'uary 21, 1974, between representatives

of the Regulatory staff and Jersey Central Poaer 1. Light Company, you advised that modifications would be made to the Oyster Creek facility augmented off-gas system to provide reacoaable assurance that the dose at the site boundary would not exceed 5 Rom if the plant were subjected to a SSE.
