Paragraph 2d of the Details section of this report is addressed to

the temperature stabilisation criteria prior to a containment fastegrated

leak rate test. The inspector stated to the licensee the temperature

equilibrium criteria as presented in Issue 5 in the letter of Mr. J. G.

Davis, Deputy Director for Field Operations, to Regional Directors

dated March 21, 1974, concerning " Regulatory Positions on 10 CFR 50,

Appendix J Requirements". The licensee states that the criteria is

not within the capabilities of the plant instrumentation and he cannot

meet the Regulatory position interpreting ANSI N 45.4 1972, Section 7.6,

on temperature equilibrium.

It is recot-amled by Region I that RO Headquarters review Issue 5 of

" Regulatory Positions on 10 CFR 50, Appendix J Requirements and re-

establish the former Regulatory position on temperature stabilisation
