Understanding of RAP Capabilities

Both the state agencies, i.a. the New Jersey State Police and Bureau of

Radiation Protection have n general understanding of RAP capabilities

and are svare that these teams assist in an advisory capacity.

Personnel Available

The New Jersey State Police are capable of responding with no many officers

as required depending on the time of day and the number of Troops which

'

would be involved. A trooper on normal patrol could arrive within 10 to 20

minutes of the initial notification.

In addition to the New Jersey State

-

Police, personnel of various local and other state police groups could be

j

called upon for additional law enforcement and evacuation responsibilitics

l

as needed.

State police representatives have estimated that the entire

!

- site area could be secure within one hour of initial notification. This

would mean that traffic control would be established and initial stages of

~

evacuation responsibilities initiated. The New Jersey Bureau of Radiation

Protection can respond with one to four individuals from within 15 minutes

to 1% hours from the time of initial motification depending on the time

of day when notification is received. Seven additional personnel could be

(1) Ge(Li) detector, and other associated equipment. The State also

has available GM and ion-chamber instruments in addition to other types

of survey equipment. In general, equipment from assisting agencies is

available to the Bureau of Radiation Protection as needed. New Jersey

State Police are not equipped with any survey instrumentation.

Protective Action Levels-Evacuation

Bureau of Radiation Protection stated that protective action levels for

evacuation currently being utilised by the state are the interim guidelines

provided by the EFA. FRC guidelines are utilised with respect to milk

surveillance. Representatives from the State of New Jersey stated that

other protective action levels were being developed for sentrol of exclusion

i

area limits, sentrol of dietary ingestion, recovery and re-entry, and re-

lease limits for sentaminated individuals, animals, materials and equipment.
