DN 50-219 RO INSPECTION No. 50-219/74-16 This special inspection was conducted on the basis of a DL request to provide data for the FTOL review regarding comparison of responsible power plant and nuclear experience against ANSI N18.1. We find the licensee to be in substantial conformance as of this date.

Supporting documentation in the report will provide DL the necessary input for review.

q Items of significance gained in a tour of the facility included:

1.

Chromate Water - Processing plant is in operation and only six (tankers) remain still holding torus water.

Disposition of tanker trailers is unknown.

2.

Bank Stabilization - The intake canal stabilization is complete and consists of heavy rocks at and below the water line with the upper area of the canal containing smaller rock, covered with asphalt.

gang The stabilization appears adequate although some small problem areas were observed. Work on the discharge canal was in progress.

I was advised that plans for this year may only include regrading out to the end of the bulkhead due to funding.

Esthetically, the stark black expanse running both sides and full length of the canal from the Route 9 bridge, is ATROCIOUS! The community image of JCP&L is not enhanced as a result.

Housekeeping - The paint up operation is well underway and con-

stitutes a major improvement. Not withstanding, the outside areas are in need of much attention.

HP Problems - An RWP posting violation was readily apparent d.uring the tour. Knapp's section has provided prompt followup (week of 11/11).

I was disappointed in that this type of problem appears to

.be continuing at this facility. A citation was issued.

I was informally advised that the tight money situation prevalent today has resulted in some " bumping" of junior personnel.

I see no impact based on the October 30, 1974 organization.
