Your resp mse to our February 12, 1974 letter is not acceptable for the fo nowing reasons:
(1) You did not adequately describe the General Public Utility Service F
Company -(GPUSC)/JCP4L interface for QA activities; and (2) You did not provide a coumitment to utilize the (a) " Guidance on F
Quality Assurance Requircraents During the Operations Phase of Nuclear Power Plants" (Orange Book), dated October 26,1973; (b)
" Guidance on Quality Assurance Requirements During Design and Procurement Phase of Nuclear Pbwer Plants - Revision 1" (Gray Book), WASH-1283, dated May 24, 1974; and (c) " Guidance on Qual-ity Assurance Requirements During the Construction Phase of hbclear Power Plants" (Green Book), WASH-1309, dated May 10, 1974, applicable to activities such as plant modificatioe5.
You are 23 quested to ' mend the Operational Quality Assurance Program a
L Plan in the Oyster Creek FDSAR to include a description of the GPUSC/
JCP4L interface for QA Program activities, and to include a comitment to caraply with the provisions contained in paragraph (2) above.
In the event you do not elect to crweit to utilize the provisions contained in paragraph (2) above, you shall identify specific exceptions and describe acceptable alternatives.
