correct the ecological consequences of fish mortalities and errosion of 2
canal banks and the resulting silting problems. 'Ou March 19, 1974, Mr.
Thornburg forwarded a memorandum to him from leo Higginbotham replying i
to our action request. A copy of this memorandum is attehad. Basic-ally Mr. Higginbotham's memorandum stated that he had a telephone con-versation with the DL Project Manager, and that the actions requested or recommended by the Regions would not be expedited by writing a memoran-j dum to Licensing.
Mr. Caphton further discussed the issues with Mr.
Higginbotham on May 9, 1974 in a meeting held at RO:I.
I asked Mr. Caphton and Mr. Stohr to review the response we had to our action request. I would like to quote a few of the statements received from them.
"I view the March 15, 1974 meno from'Higginbotham as un-acceptable. I sympathize with Licensing's difficult situation but for them to leave me the problem is intolerable. We have carried the problem too long, thats why we want a change in the schedule to get resolution l
to these matters. I certainly expect schedules will be changed if our i
headquarters pushes hard enough."
"I view this as totally unacceptable:

"It is realized that the final decision l
as to when these matters are scheduled and completed is up to DL.
And maybe just maybe, the present schedule, if adhered to will take care of r
our concerns. However, I can think of no reason why letHQ should feel reluctant to officially take the position with DL that these are serious j.
itene of concern and they should be corrected as soon as possible. I
'would think that for DL to make their above decisions they would be interested in input from RO.
If the only action we are going to get in response to our menos is a phone call I think we are wasting our time writing them. We were trying to work within the system. We can eer-
- tainly make our own phone calls."

e-J I think the quotes as shoem above, which were from two Senior Inspectors and one Inspector indicate the total dissatisfaction with the response that we received on this particular request. The people La the field must face the existing problems and live with them. Although I realize it is very difficult for Liemusfag to reach the point of Environnental Technical Specifications and Full Term Licenses, it would appear that in cases where magging problema exist for long periods of time expedited acticr. should be requested by RO BQ when requested by the Region. In this regard a proposed memorandum to HQ is attached, addressing this i
subject.
