j ENCLOSURE 1 DESCRIP'110N OF VIOLATION Jersey Central Power and Light Company Madison Avenue at Punch Bowl Road Morristown, New Jersey 07960 Docket No. 50-219 One activity under your license appears to be in violation of AEC requirements. This apparent violation is considered to be of Category III severity.
Technical Specification 6.2.C states that standing instructions to the operating staff shall require that procedures defined in 6.2.B are to be followed in conducting activities identified therein.
The subject procedures are contained in Section 900, oyscar Creek Nuclear Electric Generating Station, Procedurae !!anual. Section 902.5.5 requires that personnel entrance into a Radioactive Work Permit Area will only be penitted under strict compliance with the criteria as designated on the RWP and when the applicable Radiation Protection and Administrative Procedures are followed.
l Contrary to the above, on December 27, 1973 the inspector observed

four contractor employees working in a posted, roped-off contamination sona on the ground near the waste collector tank.
None were wearing protective clothing as prescribed by Radioactive Work Pemit 1321-73 Jated December 21, 1973. We note that this is a recurring item.
It was identified as Item 3.a. of our letter dated October 30, 1973.
