Gentlemen:

This refers to the inspection conducted by Mr. Mann of this office on

December-27 and'28, 1973, at the Oyster Creek Nuclear Generating Sta-

tion of activities authorized by AEC License No. DPR-16 and to the

discussions of our findings held by Mr. !! ann with Mr. Reeves and Mr.

Scalsky of your staff at the conclusion of the inspection, and to a sub-

sequent telephone discussion between Mr. Mann and Mr. Ross on January 3,

1974.

Areas - M ned during this inspection are described in the Regulatory

Operations Inspection Report which is enclosed with this letter.

Within these areas,- the inspection consisted of selective examinations

of procedures and representative records, interviews with personnel,

and observations by the inspector.

Our inspector also verified the steps you had taken to correct the

violations brought to your attention in a letter dated October 30,

,

1973 following our last inspection. We have no further questions

regarding these matters.

During this inspection, it was found that one of your activities

appeared to be in violation of an AEC requirement. The item and

,

reference to the pertinent requirement are listed in the enclosure to

this letter. This letter constitutes a notice sent to you pursuant

to the provisions of Section 2.201 of the AEC's " Rules of Practice",

.Part 2, Title'10 Code of' Federal Regulations.

tion of the inspection, it is a recurrent item. In your reply to this

letter please give this matter your particular attention.

In accordance with Section 2.790 of the AEC's " Rules of Practice",

Part 2, Title 10, Code of Federal Regulations, a copy of this letter

and the enclosed incpection report will be placed in the ABC's Public

Document Room.

If this report contains any information that you

(or your contractor) believe to be proprietary, it is necessary that

you make a written application within 20 days to this office to with-

hold such information from public disclosure. Any such application

must include a full stateenent of the reasons on the basis of which it

is claimed that the information is proprietary, and should be prepared

,

so that proprietary information identified in the application is con-

tained in a separate part of the document.

If we do not hear from

you in this regard within the speciffed period, the report will be

placed in the Public Document Room.
