Dear Mr. O'Reilly:

This letter is in reply to your letter of March 27, 1973 to Mr. R.11. Sims regarding the inspection conducted by Mr. Cantrell on March 13, 1973.

In response to the violations noted in your enclosure, we wish to advise you of the following:

1.

The event described herein was reported to Mr. A. Giambusso by my letter dated March 23,-1973, a copy of which was sent to your office.

We believe this was fully responsive to your concerns.

2.

As noted in the above mentioned letter, this event occurred due to the failure of operating personnel to use the existing procedure. To prevent reoccurrence of this type, operating personnel have been instructed to review, prior to implementing, those procedures 1

which are used infrequently.

Further, the recirculation system operating procedure and associated emergency procedure will be revised to ir.clude the precaution related to the observed effects of the cleanup system operation on the B recirculation loop.

Your letter identified a concern regarding the completness e

of plant logs in providing more detailed information concerning ab-normal conditions and occurrences.

We believe improvement has been realized during' the past six months in.this area.

In this specific case, it is agreed that additional log entries would be desirable. To further improve this area, we are instituting a new practice where-by the shift foreman countersigns the control room log each shift h
