O'Reilly, Director Region I, Directorate of Regulatory Operations MANAGEMENT MEETING WITH JERSEY CENTRAL ON APRIL 24, 1973 Summarv of Environmental Monitoring Inspection-This inspection of both radiological and non-radiological areas was conducted in the first week of March, 1973.

Findings There were 13 items of noncompliance (see attached Description of Violations) -

all associated with multiple instances of failure to meet the requirements in the Technical Specifications.

It was also observed that the sampling for the Water Quality Program described in the OC Environmental Report had not been performed in all instances.

Programmatic Deficiencies (Related to Management) l The negative findings appeared associated with the following programmatic deficiencies: inadequate manpower to conduct the program; inadequate review of the data obtained; failure to upgrade the existing equipment to meet the requirements of the avesent program.

Evaluation of Present Program It appears that the whole program should be reviewed and updated to meet current guides.

(RO:I recommendations to DL are attached).

In some cases this would involve additional sampling, in others, discontinuing some of present analyses.
